Shoreline Management Plan [SMP] 3b

Lowestoft Ness Northward to Kelling

 Consultation.

 A report will be presented to the Council’s Environment and Regeneration Scrutiny committee on 3/2/2010.

The purpose is for members to consider the consultation processes that are being applied to the refinement / unification of policy statements regarding management of coastal defences over the Waveney frontage north of Lowestoft Ness. 

There is no statutory requirement to consult on the full set of SMP documents that were the subject of a major consultation exercise in 2006.  There is however an obligation to consult on the Strategic Environmental Assessment report. 

The project team has taken the view that it is appropriate to make all documents available to demonstrate how the issues raised in the previous consultation have been addressed and how follow-on tasks identified by the SMP will be taken forward.

Details of the consultation process are under preparation.  The preliminary position is that there will be a number of Road Shows [at venues including Corton village] at which information will be displayed and officers will be available to answer queries and record comments. 

Publicity for the public consultation process, including the Road Shows, will be issued during February. 

From March copies of the consultation documents will be available for viewing on websites and at selected public buildings.  Copies of the documents will also be sent to key stakeholders including Town and Parish Councils / Groups.

At the end of the public examination period comments received on the documents will be collated and reviewed.  A final version of the documents will be agreed by the client officer and representative member groups and then be presented to each partner organisation for approval and adoption followed by dissemination.

 The programme for completion of the study is as follows: 

Jan 2010   

Final draft documents approved by client officer group.

Feb 2010   

Consultation process preparation.

Mar 2010   

Consultation process begins.

Jun 2010   

Consultation process ends [ provisional subject to timing of elections]

July to Aug 2010

Project team considers consultation feedback and amends documents.

Sep 2010   

Final SMP adopted by partners.

Nov 2010   

Final SMP approved by EA.

 

The Consultation process –  Options

The report will be will be available to view on the internet either via WDC or NNDC websites.

Printed copies of the report will be available to view at public buildings in Lowestoft – Options are Lowestoft Town Hall, Marina Centre and Library.

Q1 Where in Corton could a printed copy be displayed? 
Copies of the report could be made available on CD.

Q2 Is this option required?  If so how many might be required and what would be the preferred means of distributionI
It is planned to hold project consultation event at Corton, toward the start of the consultation period. 

Q3 What are the preferred days of the week and start / stop times to maximise opportunity for public attendance?
The preliminary intention is for the consultation event to be attended by WDC officers without support by consultants.  This is because the change in content of the SMP for the Waveney area is regarded by the project team as small.

Q4 What is the community view of this? 
It may be of benefit to include public engagement on the Coastal Change Pathfinder project with consultation on the SMP.

Q5 Is it helpful to combine the two or better to keep separate?

Corton Carnival and Fete
July 2009

 

A really wonderful day was held on Sunday, 12th July 2009.  The Carnival Parade started at Old Lane, then down Corton Long Lane, along Station Road and then down The Street finishing at the Playing Field.  The best float award was won by 'Pirates of Corton Inn'  There then followed an afternoon of displays, bouncy castles, games, raffles, etc.  Tea, coffee and beer, wine etc were on sale in the pavilion (thanks to the White Horse), with burgers, hot dogs, ice cream etc on sale around the field.

Special thanks go to the Corton Carnival and Fete Committee for the organisation and hard work that went into this event, making this a really special village occasion.  Well over £1,200 was raised which will go to the East Anglian Air Ambulance and East Anglian Children's Hospices.

Thanks also go to everyone who took part and to all the visitors - looking forward to next year already!!
